How many Continuing Education Units (CEUs) hours do I need to renew my license?

A licensee shall complete five (5) Continuing Education Units (CEUs) per year. If the CURRENT license is a 2 year license, then you must submit ten (10) CEUs. Acceptable continuing education shall address topics within the scope of practice of massage therapy as defined in the Massage Therapy Practice Act or related business practices and may include training in CPR or First Aid. In order to receive credit for CPR or First Aid, the licensee must take a complete course with certification.

  1. What counts towards Continuing Education?

Continuing Education may be in the form of in-person certification or distance learning. Acceptable continuing education shall address topics within the scope of practice of massage therapy as defined in the Massage Therapy Practice Act or related business practices and may include training in CPR or First Aid. In order to receive credit for CPR or First Aid, the licensee must take a complete course with certification. The Board shall accept continuing education approved or provided by any of the following:

(1) a state-licensed or accredited massage therapy school;
(2) an accredited institution of higher education;
(3) local, state, or national chapters of professional organizations that address improvement of the profession, including but not limited to the National Certification Board for Therapeutic Massage and Bodywork (NCBTMB), American Massage Therapy Association, and the American Bodywork and Massage Professionals;
(4) the Federation of State Massage Therapy Boards (FSMTB);
(5) A seminar licensed by the Oklahoma Board of Private and Vocational Schools (OBPVS)
(6) The State Board of Cosmetology and Barbering;
(7) Any entity authorized to provide certification in CPR or First Aid that meets or exceeds standards set by the American Heart Association or the American Red Cross; or
(8) A continuing education provider approved by the Advisory Board

SUBCHAPTER 7. CONTINUING EDUCATION 175:20-7-1. Continuing education requirement (a) A licensee shall complete five (5) hours of continuing education per year. JUNE 30, 2021 – JULY 1, 2022 RULES SUSPENSION UPDATED JULY 12, 2021 Effective June 30, 2021, until July 1, 2022:
• Completed Renewal Applications remain due on the 1st of an LMT’s birth month. However, late fees will be waived until July 1, 2022, allowing Licensees additional time to renew their license without a penalty. Please note: the suspension of the late fees required by OAR 334-010-0015 will expire on July 1, 2022. At this time, the late fee will be reinstated, and LMTs due to renew will be assessed late fees if a completed renewal is not received by the 1st day of an LMT’s renewal month
• LMTs who do not complete the renewal application by the last day of their birth month will lapse. This rule has not been suspended or waived.
• The number of required CE hours is reduced from 25 hours to 12 hours for completed renewal applications received in the Board office between June 30, 2021, to July 1, 2022 only. ORS 687.051 (5) requires renewal applicants to complete a minimum of 12 CE hours. The Board is unable to waive or suspend statutory requirements and is unable to reduce the minimum hours to less than the 12 hours required by statute. Please note: Renewal Applications submitted July 1, 2022, or incomplete renewal applications submitted prior July 1, 2022 and not completed by July 1, 2022 must complete the 25 CE hours, including a minimum of 15 contact hours, as required by OAR 334-010-0015.
• The requirement of “contact” or “classroom” hours is waived until July 1, 2022. The 12 required CE hours may be contact, non-contact, or both. • The one-hour Cultural Competency CE is a statutory requirement under ORS 413.450 and must be completed. The Cultural Competency may be completed as either a “non-contact” or a “contact” CE course and may be applied towards the 12 required CE hours.
• The Pain Management Module, provided by the Oregon Pain Management Commission (OPMC), available on the Board’s website, remains a requirement and must be completed. The Pain Management Module may be counted as 1 hour of non-contact towards the 12 hour CE requirement.
• Current Basic Life Support certification at the time of renewal remains a requirement. The BLS course can be “in-person” or completed online, and the hours spent obtaining BLS Certification may be counted towards the 12 required CE hours.
• The 4-hour Ethics, Boundaries and Communication requirement is suspended for completed renewal applications received between June 30, 2021, and July 1, 2022. Renewal applications received during this time period do not have to include four hours of Ethics, Boundaries, or Communication.
• Renewal Applications submitted after July 1, 2022, including incomplete renewal applications submitted prior to July 1, 2022 and not completed by July 1, 2022, must complete the 25 CE hours required by OAR 334-010-0015, including a minimum of 15 contact hours, and the Ethics, Boundaries, and Communication requirement.

Continuing Education
(1) The intent of Continuing Education is to protect the public by maintaining knowledge and skills of massage and/or bodywork. Each licensee must complete 25 hours of continuing education each renewal period. The continuing education hours must be from the following topics:
(a) Massage and bodywork techniques;
(b) Use of thermal modalities, topical preparations, mechanical assistive; devices/appliances;
(c) Stretching and gymnastics that lengthen and shorten soft tissues;
(d) Posture and movement assessment;
(e) Massage and bodywork business practices;
(f) Anatomy and physiology of the human body;
(g) Kinesiology of the human body;
(h) Pathology of the human body;
(i) Professional Ethics, Boundaries or Communication;
(j) Cultural competency
(k) Body mechanics;
(l) Somatic education;
(m) CPR/First Aid; or
(n) Pain Management
(A) At renewal time, each licensee must sign and submit a Board supplied CE form indicating they have completed 25 hours of continuing education. The Board may require proof of CE hours.
(B) Of the 25 hours, at least 15 must be contact hours of continuing education training or Board approved activities. At least 4 contact hours must be in Professional Ethics, Boundaries and/or Communication. The remaining 10 of 25 hours maybe contact or noncontact hours.
(2) The methods of obtaining continuing education contact hours shall include:
(a) Attendance of courses, seminars, and workshops sponsored or, certified by a licensed or accredited massage and bodywork training program;
(b) Attendance of courses or activities for continuing education offered by a provider recognized by a massage and bodywork professional organization;
(c) Attendance of courses provided by an accredited institution of higher education if topics are listed in OAR 334-010-0050(1)(a-m).
(d) Attendance of courses, seminars, and workshops that meets the content requirement of OAR 334-010-0050(1)(a-m).
(e) Individual interactive distance learning study courses with subject matter that is listed in OAR 334-010-0050(1)(e-j).
(f) Courses in cardiopulmonary resuscitation/first aid if taken in the presence of an instructor;
(g) Providing Board requested peer supervision or Board exam proctoring; One hour of CE contact credit will be given for each meeting/day.
(h) Attendance at an Oregon Board of Massage Therapists board meeting, board committee meeting, board task force or serving on these committees/task forces. One hour of CE contact credit will be given for each meeting.
(3) The methods of obtaining continuing education non-contact hours shall include:
(a) Publishing an article relating to massage and bodywork;
(b) Self-study based on media (i.e. book/video, periodical, web based, DVD);
(c) Courses or lectures on massage and bodywork which a licensee presents. A licensee may receive credit for presenting a course or lecture only one time per renewal period regardless of how many times the licensee presents the course or lecture.
(d) All licensees must take and submit proof of completing the one (1) hour online Pain management module, provided by the Oregon Pain Management Commission (OPMC), at least once, by a licensee’s next required continuing education reporting.
(4) If the Continuing Education subject matter is not listed under OAR 334-010-0050(1) it will not be accepted for continuing education.
(5) The Oregon Board of Massage Therapists randomly selects a minimum of 10 percent of received monthly renewals for an audit.
(a) If selected for an audit the licensee will have 30 days to complete the audit form and submit copies (not originals) of their Continuing Education certificates.
(b) If the licensee fails to provide the requested information to the Board, within the 30 days, the Board may issue discipline per ORS 687.081 and 687.250.
(6) The continuing education requirement does not apply to a licensee’s first license renewal.
(7) Continuing education must be completed within the renewal period. Contact hours taken and submitted during renewal in excess of the total number required may only be carried over to the next subsequent renewal period.
(a) Contact hours taken in Professional Ethics, Boundaries and/or Communication in excess of the four hour requirement may be carried over to the next subsequent renewal period.
(b) First renewal CE are not required to be submitted at the time of renewal, CE taken during the first renewal period may be submitted with second renewal.
(8) Continuing education records must be maintained by each licensee for a minimum of five years.
(9) If the Board finds indications of fraud or falsification of records, investigative action shall be taken. Findings may result in disciplinary action up to and including revocation of the licensee’s license.
(10) Failure to complete continuing education hours by the time of renewal may result in revocation, suspension and/or denial of a license. Licensee has 30 days from date of notification of non- compliance to come into compliance. Failure to be in compliance may result in discipline of the license to practice massage.
(11) During a Governor of Oregon declared State of Emergency:
(a) Continuing education hours may be reduced from the current required hours to no fewer than the statutorily required hours as per ORS 687.051.
(b) The Board or their designee may authorize alternative methods of obtaining required continuing education hours through contact or noncontact hours. The subject matter of the continuing education hours must meet the requirements set forth in OAR 334-010-0050 (1) continuing education rules.
(c) The Board or their designee may utilize a period of up to one year to phase any adjusted rules back to normal requirements.
(d) This rule does not apply to the cultural competency continuing education subject matter requirements pursuant to ORS 676.850.

§ 20.32. Continuing education hours, maintenance of certificates of completion.
(a) Licensees shall complete a minimum of 24 hours of continuing education in the field of massage therapy as set forth in section 4(6) of the act (63 P.S. § 627.4(6)) and § 20.33 (related to continuing education content and providers) in the 2-year period immediately preceding the application for license renewal. To be creditable, continuing education must meet the requirements for Board approval set forth in this section and § 20.33.
(b) Licensees shall complete a minimum of 4 hours of continuing education in professional ethics in each biennial renewal period.
(c) A minimum of 16 hours of continuing education shall be earned through contact hours.
(d) Courses for the renewal of the licensee’s CPR certification shall be earned through contact hours and may not be used to meet the biennial continuing education requirement.
(e) Licensees shall retain the certificates of completion from continuing education courses for a minimum of 5 years.
(f) A licensee who is unable to complete the required continuing education shall request a waiver or extension from the Board at least 60 days prior to the expiration of the license. The request must include details about the licensee’s illness, emergency or hardship, including documentation such as a letter from the licensee’s physician or a copy of the licensee’s military orders. The Board will respond in writing either granting or denying a request for waiver or extension.
(g) Licensees may be audited to ensure their compliance with the continuing education requirements.

§ 20.33. Continuing education content and providers.
(a) Continuing education must be designed to advance the licensee’s professional knowledge and skills related to the practice of massage therapy as defined in section 2 of the act (63 P.S. § 627.2).
(b) The following continuing education providers are approved to offer creditable continuing education provided they comply with subsections (a), (c) and (d):
(1) Schools of massage therapy in this Commonwealth operating under section 5(a)(3) of the act (63 P.S. § 627.5(a)(3)).
(2) Schools of massage therapy approved by the Board or accredited by a National accrediting agency recognized by the United States Department of Education.
(3) The American Massage Therapy Association and its state chapters.
(4) NCBTMB-approved providers.
(5) Associated Bodywork and Massage Professionals.
(c) Continuing education providers shall provide certificates of completion to massage therapists that include the name of the massage therapist, name of the course provider, title of the course, date of the course, and number of hours.
(d) Continuing education providers shall retain documentation of the participants in their continuing education programs for at least 5 years.
(e) Providers of continuing education who are not listed in subsection (b) may apply to the Board for approval of a continuing education course by submitting an application and paying the application fee under § 20.3 (relating to fees). The Board will approve only courses that are designed to advance the knowledge and skills of licensees relative to massage therapy as defined in section 2 of the act and that are taught by approved faculty. Approved faculty include massage therapists licensed in the state in which they practice if licensure is required in that state, physical therapists, physicians, professional nurses and chiropractors. Other instructors with demonstrated expertise may be approved on a case-by-case basis. Course approval is valid for 2 years from the date the course is first given for credit provided the faculty and learning objectives are unchanged.
(f) An L.M.T. may submit a course offered by a continuing education provider not listed in subsection (b) by filing an application with the Board for approval of a continuing education course and paying the application fee set forth in § 20.3. The Board will approve only courses that are designed to advance the knowledge and skills of licensees relative to massage therapy as defined in section 2 of the act and that are taught by approved faculty, as set forth in subsection (e).
(g) The Board reserves the right to reject a continuing education course submitted by a massage therapist who is audited for compliance if the course is outside the scope of practice of massage therapy as defined in the act. A licensee will be notified of the rejection of a course and will be provided the opportunity to apply additional courses the licensee has taken or to take additional courses to meet the continuing education requirement.
